GST Registration and Filing in India: A Simple Guide for Business Owners

Starting a business in Bengaluru, Mysuru, Mangaluru, or Hubballi brings one question early: do you need a GST number yet? The answer depends on what you sell, how much you earn, and where your customers are.
Karnataka follows a two-tier structure. Suppliers of goods and providers of services face different turnover limits. Several situations also require registration from your very first rupee of sales. This guide explains the thresholds, who must register, who can stay out, and what happens if you miss the deadline.
The GST registration threshold is the annual turnover limit that decides when a business must register under GST. Below the limit, a small business can operate without a GST number. Once turnover crosses it, registration becomes compulsory under Section 22 of the CGST Act, 2017.
The limits are not the same across India. States are classified as general category or special category, and each category has its own figures. Karnataka is a general category state, so it follows the higher limit for goods.
| Type of Business | Threshold (Aggregate Annual Turnover) |
|---|---|
| Supplier of goods only | Rs. 40 lakh |
| Supplier of services only | Rs. 20 lakh |
| Supplier of both goods and services | Rs. 20 lakh |
Karnataka’s GST state code is 29. Registration is filed on the common GST portal (gst.gov.in), and the government charges no fee for it.
If you are a trader, manufacturer, wholesaler, or retailer dealing only in goods, you must register once aggregate turnover exceeds Rs. 40 lakh in a financial year. A garment manufacturer in Peenya or a hardware trader in Chickpet with turnover below Rs. 40 lakh can operate without GST registration, provided no mandatory condition applies.
If you provide services, the limit is Rs. 20 lakh. IT consultants, freelancers, interior designers, coaching centres, event planners, marketing agencies and other professionals fall here. Bengaluru has a large base of startups and independent service providers, so this lower limit affects many businesses sooner than they expect.
Some businesses supply both goods and services. A computer retailer that also offers installation and annual maintenance is an example. The lower limit of Rs. 20 lakh generally applies to such mixed suppliers. If services form a small part of your business, review your classification carefully before assuming the Rs. 40 lakh limit applies.
Many businesses go wrong at this step. The threshold is measured on aggregate turnover, not just the sales shown in one invoice book.
Aggregate turnover is calculated on an all-India basis for all businesses held under the same PAN. It includes:
It excludes GST charged on invoices (CGST, SGST, IGST and cess), and it also excludes the value of inward supplies on which you pay tax under reverse charge.
Suppose you run a trading business in Karnataka and a separate consulting practice under the same PAN in another state. Both are added together to test the limit. A business with several branches must count the turnover of every branch under that PAN. Splitting operations across units does not reset the limit.
Some businesses cannot use the threshold relief. They must register from day one, even with turnover of only a few thousand rupees.
If your business fits any of these, plan your registration before the first sale.
Not every business has to register even when turnover is high.
Staying unregistered has a cost, however. You cannot charge GST to customers, and you cannot claim input tax credit on purchases. Many business customers prefer suppliers who issue proper GST invoices, so some small firms choose to register early.
A business below the threshold can still register voluntarily. Common reasons include:
The trade-off is compliance. Once registered, you must file returns on time and maintain proper records, even if turnover is small. Registered taxpayers generally cannot surrender the registration casually either, so decide with your accountant’s input.
Businesses that cross the threshold but still operate at a modest scale can choose the composition scheme. It offers a simpler way to pay tax at a low fixed rate on turnover.
Typical rates are about 1% for traders and manufacturers, 5% for restaurants and 6% for eligible service providers. The scheme reduces paperwork, with quarterly payments and a simplified annual return. The drawbacks are real. You cannot collect GST from customers, and you cannot claim input tax credit. Inter-state sellers cannot use the scheme. A business that sells mostly to other registered businesses usually loses more from missing credit than it gains from low rates. Run the numbers before opting in.
Anyone who meets the following conditions can apply for registration:
Proprietors also need a recent photograph. Most applications are processed within a few working days when documents are clean. Mismatched names, unclear address proofs, and missing owner consent letters cause most queries and rejections.
Accurate classification matters at this stage. Selecting the wrong nature of business, wrong HSN or SAC codes or an incorrect place of business can lead to notices later.
Once your turnover crosses the threshold, you must apply within 30 days. Your tax liability starts from the date you crossed the limit, not from the date the GSTIN arrives. If you delay, you must still pay tax for that period out of your own pocket because you could not collect it from customers.
Monitor turnover monthly rather than waiting for the year-end. A growing business can cross Rs. 20 lakh or Rs. 40 lakh faster than expected, especially when large invoices fall in the same quarter.
Failure to register when required can be expensive. A taxpayer who should have registered but did not can face a penalty of 10% of the tax due, or Rs. 10,000, whichever is higher. Where the department finds deliberate evasion, the penalty can go up to 100% of the tax amount. You may also owe interest on the unpaid tax, and you lose input tax credit on purchases for the period before registration.
